Dallas City Council votes to hire next city manager

DALLAS, Texas –The city council has officially appointed a new city manager.

The council voted 13-2 to confirm Kimberly Bizor Tolbert as the new city manager who has served in the interim capacity since February 2024.

This appointment makes Tolbert the first Black woman to hold the role and the first woman in more than a decade to lead the city’s government.

Tolbert, a former Dallas City Hall intern, now assumes the most powerful public office in the city.

In her role as city manager, she will oversee critical projects, including infrastructure development, public safety initiatives, and community development efforts.

The city manager is the chief executive officer in Dallas’s council-manager form of government, responsible for managing daily operations and implementing the City Council’s policies.

With a background in public administration and urban management, Tolbert has built a reputation for her hands-on approach and dedication to transparency.

She has been involved in several key city projects during her time as interim city manager, including improving public transportation and enhancing community engagement. Her leadership has been praised by both council members and the public.

The City Council’s decision to confirm Tolbert ensures stability and direction for Dallas as the city moves forward in addressing both immediate challenges and long-term goals.
