More than 27 inches of rain fell overnight north of Kountze in Hardin County as Tropical Depression Edouard continued to produce torrential rain Wednesday morning, prompting a Flash Flood Emergency for parts of Hardin and Tyler counties and a disaster declaration in Polk County.

The Supreme Court has ruled that an affidavit of desistance from a victim of exploitation cannot serve as grounds to dismiss a human trafficking case, saying such statements can result from coercion, pressure or undue influence.
