MANILA, Philippines– An anti-corruption civil group on Wednesday filed a P1-billion class suit before a Quezon City regional trial court against former House speaker Martin Romualdez, former congressman Elizaldy “Zaldy” Co, and Quezon City Rep. Patrick Michael Vargas, seeking compensation for residents affected by flooding in Novaliches.
The United People Against Corruption (UPAC) said it filed the case as a civil action to seek monetary damages for residents of Quezon City’s District 5 who reported losses during flooding incidents. The complaint asked the court to order the respondents to pay at least P1 billion in damages.
UPAC submitted affidavits and documents identifying affected communities and detailing alleged flooding impacts. The group claimed that failures to address conditions contributing to flooding caused damage to residents and properties in the district.
UPAC said it will seek court approval to treat the case as a class suit covering residents who experienced property damage or displacement. As of Wednesday, the respondents had not released public statements on the complaint.
