Lacson flags peers for further scrutiny in flood mess report

MANILA, Philippines — Panfilo Lacson on Tuesday presented partial findings of a Senate inquiry into alleged irregularities in flood control projects and recommended that several current and former lawmakers undergo preliminary investigation for possible criminal charges.

Lacson, who chairs the Senate Blue Ribbon Committee, delivered the findings in a privilege speech and outlined possible charges, including direct bribery, violations of the Anti-Graft and Corrupt Practices Act, plunder, malversation, and violations of ethical standards for public officials.

The list of individuals recommended for investigation includes incumbent Senators Francis Escudero, Joel Villanueva, and Jinggoy Estrada, as well as former Senator Ramon Revilla Jr., former House Speaker Ferdinand Martin Romualdez, and former appropriations committee chair Elizaldy Co.

Lacson said prosecutors would determine appropriate charges based on available evidence and additional findings from the Department of Justice or the Office of the Ombudsman.

The report also recommends investigations into public works officials and contractors for alleged falsification of documents, perjury, and bid rigging.

Lacson said the committee conducted at least seven hearings beginning in August 2025 to examine the implementation of flood control and infrastructure projects. He said the findings point to systemic issues in project funding, oversight, and execution.

The report remains pending for plenary consideration, with seven senators having signed it. Those include Lacson, Risa Hontiveros, Bam Aquino, Francis Pangilinan, Erwin Tulfo, Raffy Tulfo, and Senate President Vicente Sotto III. The committee needs at least nine signatures to advance the report to the Senate floor.

Lacson said the findings aim to support further investigation and policy reforms. He said authorities should determine liability through due process and pursue recovery of public funds where warranted.

Senators Rodante Marcoleta and Jinggoy Estrada attempted to question Lacson during the session, but he did not yield the floor while presenting the report.
