Revilla camp slams ex-DPWH exec’s ‘evolving’ statements

MANILA, Philippines — Former senator Ramon “Bong” Revilla Jr. on Monday denied allegations linking him to an allegedly anomalous flood control project in Bulacan as he submitted a counter-affidavit to the Department of Justice (DOJ) in response to the complaint.

Revilla appeared before the DOJ through his lawyers to answer accusations connected to a flood control project involving Wawao Builders. Authorities earlier reported that the project had been declared completed but inspection found it to be grossly deficient or non-existent.

Revilla’s lead counsel, Francesca Senga, said the former lawmaker filed the counter-affidavit to address the allegations raised against him. She told reporters that the complaint relied on what she described as hearsay and unreliable testimony.

The allegations stem from statements made by former Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo, who linked Revilla to the flood control projects. Bernardo earlier claimed that he delivered P125 million to Revilla’s residence in 2024 and that an additional P250 million was allegedly delivered by his aide before the 2025 elections.

Revilla has repeatedly denied receiving any money in connection with the projects.

Another lawyer for Revilla, Ramon Esguerra, said Bernardo submitted multiple affidavits and pointed to what he described as inconsistencies in the statements. He added that the evidence linking Revilla to the projects consisted of a tabular list of projects that he said did not originate from the former senator.

The DOJ is evaluating the submissions as part of its preliminary investigation into the allegations involving the flood control projects.
