SAN ANTONIO, TEXAS — San Antonio Mayor Gina Ortiz Jones has withdrawn proposed amendments to the City Council’s Council Consideration Requests (CCR) process following opposition from several council members.

The reversal was announced in a memo issued Thursday evening, one day after a city meeting where concerns about the changes were discussed.

The CCR process allows council members to formally request discussion of policy topics at future meetings. Mayor Jones initially proposed adjustments aimed at streamlining the process, including a requirement for members to seek approval from the City Manager before submitting requests. The changes were intended to increase administrative efficiency.

However, the proposal faced immediate pushback. Councilman Marc Whyte, who led the opposition, argued that any modifications to the CCR process should involve public input and be subject to a council vote. He cited transparency and procedural fairness as key concerns.

“The public should be part of the conversation when it comes to how their representatives bring forward policy ideas,” Whyte said during the meeting.

In her memo, Mayor Jones acknowledged the feedback and confirmed that no changes to the current CCR process would move forward at this time. She stated her commitment to continued dialogue with the City Council to address process improvements collaboratively.

The CCR process, governed by city ordinance, remains a central mechanism for council members to introduce issues reflecting their constituents’ concerns.

Mayor Jones, who is still in the early stages of her tenure, now faces one of her first significant challenges in office. How she and the council proceed may shape future discussions on governance reforms in the city.
