Spurs CEO backs Project Marvel as San Antonio mayor seeks new vote

SAN ANTONIO — San Antonio Spurs CEO R.C. Buford urged the City Council to reject Mayor Gina Ortiz Jones’ call for a November public vote on Project Marvel, saying the team and its development partners have already committed more than $2 billion to the proposed downtown arena project.

Buford made the appeal in a letter to city leaders after Jones asked the council to consider putting a measure on the November ballot that would allow residents to weigh in on the city’s negotiations with the Spurs.

Jones sent her request Friday to City Council members, City Manager Erik Walsh and City Attorney Andy Segovia. The city must act by Aug. 17 to place measures on the November ballot.

Jones has said she wants San Antonio to secure the best possible deal in negotiations with the Spurs over the proposed $1.3 billion arena. The potential referendum could affect the project’s timeline and ongoing negotiations.

Buford argued that Bexar County voters already approved the plan in November, when they voted to support a vision that would move the Spurs to downtown San Antonio.

“The vote has taken place. The commitments have been made. The work is underway,” Buford said.

He said the Spurs and their development partners will invest more than $2 billion and cover all cost overruns under the proposed public-private partnership.

Buford also said the city’s contribution would come from visitor-generated revenue collected at the state level and legally restricted for venues and tourism-related projects. He said state law prevents the city from redirecting those funds to streets, schools, public safety or other general services.

The Spurs CEO cited an economic analysis that estimated the team’s 2026 playoff run generated $164 million in net spending in San Antonio and $3.4 million in city tax revenue, including $1.4 million for the general fund.

The Spurs reached the NBA Finals in 2026 after returning to the playoffs.

Buford also highlighted a $75 million community benefits program funded by the Spurs and managed by the city and Bexar County. City Council members will consider creating an advisory committee Thursday to recommend how the funds should support the community.

The proposed program includes workforce development, support for small businesses and opportunities for future generations. The project also includes local hiring and vendor goals, according to Buford’s letter.

Jones’ proposed November vote comes as the city and Spurs continue negotiations over the downtown arena project. City Council members have until Aug. 17 to place a measure on the November ballot.
