Senate President Escudero Assures Safety of Bamban, Tarlac Mayor Alice Guo in Senate Custody

Manila, Philippines – Senate President Francis “Chiz” Escudero has assured Bamban, Tarlac Mayor Alice Guo of her safety if she surrenders or is arrested by the Senate Sergeant-At-Arms. In a recent interview, Escudero detailed the detention arrangements for Guo and her relatives, highlighting the secure facilities within the Senate premises.

Mayor Guo, along with her female relatives, will be detained in a facility near a Philippine National Police (PNP) detachment within the Senate. Male resource persons who are also under arrest orders will be housed in the Senate basement facility. These rooms are equipped with restrooms and two bunk beds each.

Escudero emphasized that there is no immediate threat to Guo’s safety. “I see no reason and, to be honest, I don’t know where the supposed threat to her life is coming from,” he stated.

In addition to addressing safety concerns, Escudero has ordered a review of the Senate’s detention rules, particularly regarding the use of gadgets. “I don’t see why it should be prohibited. These aren’t drug lords who can direct illegal activities from detention. I don’t see any risk of them escaping from the facility,” Escudero explained.

To ensure the execution of arrest orders, Escudero has instructed the Office of the Senate Sergeant-At-Arms (OSAA) to collaborate with other government agencies in locating Guo and others facing arrest. “If the individuals with arrest warrants cannot be located at their known addresses, I’ve directed OSAA to coordinate with the NBI and other law enforcement agencies to ensure the Senate’s warrants are executed and the witnesses attend the hearings,” Escudero said.

He clarified that Guo’s arrest is not punitive but a measure to secure her presence in the Senate’s ongoing investigation into illegal POGOs. “This is not a penalty. This is not a punishment for any crime. Detaining her is solely to ensure her attendance at the Senate hearings,” Escudero reiterated.

Senator Risa Hontiveros suggested the possibility of Guo being hidden by someone. “If a public figure, who was active on Facebook until recently, cannot be served with an arrest warrant because they cannot be found, then it’s possible someone is hiding her,” Hontiveros remarked.

The Senate continues to intensify its efforts to locate Guo and ensure her participation in the critical investigation.
