SC upholds dismissal of Ombudsman Rolando Zoleta

In a recent development, the Supreme Court has confirmed the dismissal of Rolando Zoleta, a former official with the Office of the Ombudsman, after he faced allegations of accepting bribes to manipulate legal cases. This ruling, delivered by the Court’s Third Division, supports earlier decisions made by both the Court of Appeals and the Office of the Ombudsman, which deemed Zoleta guilty of serious misconduct, dishonesty, and actions detrimental to public service.

Zoleta, who previously served as an assistant ombudsman for Luzon, was also involved with the Appeals Bureau at the Office of the Special Prosecutor. His legal troubles began in 2017 when the Internal Affairs Board Investigating Staff filed a complaint against him. The complaint alleged that Zoleta had offered his assistance to facilitate the dismissal of cases against high-level officials, who were under preliminary investigation and administrative review by both the Ombudsman-Luzon and the Ombudsman for the Military and Other Law Enforcement Offices.

After an investigation, the Ombudsman found sufficient evidence against Zoleta, ultimately determining that his actions were administratively liable and warranting his removal from government service. Following this decision, Zoleta sought to challenge the ruling in the Court of Appeals. However, the appellate court upheld the Ombudsman’s decision, leading him to further appeal to the Supreme Court.

In its latest ruling, the Supreme Court denied Zoleta’s petition. The court stated that the evidence presented sufficiently demonstrated that Zoleta had indeed engaged in corrupt activities. In its opinion, the court noted that Zoleta held a position of influence that allowed him to affect case outcomes, as he was responsible for both trial and appellate work within the Office of the Special Prosecutor. Additionally, he had other significant legal responsibilities, including serving as a member of the Commission on Audit-Ombudsman joint investigation team.

This series of legal proceedings highlights the court’s commitment to confronting corruption and upholding the integrity of public service. The dismissal of Zoleta is seen as a strong message that misconduct will not be tolerated within government institutions. The Supreme Court’s affirmation is a crucial step in restoring public confidence in the justice system and reinforces the idea that accountability is essential in positions of authority.
