San Antonio weighs finances as ambitious downtown project advances

SAN ANTONIO — San Antonio Mayor Gina Ortiz Jones and city officials are reviewing a set of major fiscal decisions that include possible utility rate increases, a potential property tax rate adjustment and a reduced 2027 bond package, while the city continues planning for Project Marvel, a proposed downtown sports and entertainment district.

City staff are evaluating options for a 2027 bond election after voters approved a $1.2 billion bond package in 2022. Officials have said a similarly sized bond could require an increase in the debt-service portion of the property tax rate, which pays for bond obligations. The city plans to refine bond proposals later this year.

San Antonio faces projected budget shortfalls and slower revenue growth, according to city discussions and reporting by Texas Public Radio. Officials have indicated they may consider spending cuts and adjustments to the property tax rate ahead of the 2027 budget cycle.

City-owned utilities are also under review. San Antonio Water System (SAWS) has warned that aging water and wastewater infrastructure will require significant investment. A consultant study projected potential rate increases by 2030, including proposed adjustments beginning in 2026.

CPS Energy has included a possible rate increase in its budget but has not decided whether to formally file a request after the summer.

Jones has also discussed increasing SAWS’ annual transfer to the city’s general fund as a possible way to address budget gaps. Officials have said the move could affect future utility rates.

Project Marvel remains part of the city’s long-term planning. The proposed development includes a new Spurs arena, Hemisfair redevelopment, convention center upgrades and related projects. City officials have said funding would primarily come from visitor-generated taxes and private contributions, with some voter-approved infrastructure potentially supported by property tax revenue.
