U.S. to manage money from Venezuela oil, says Rubio

U.S. Secretary of State Marco Rubio outlined a three-phase plan for Venezuela that includes U.S. control over money generated from the sale of Venezuelan oil. Rubio described the framework during a briefing with reporters.

He said the first phase will focus on stabilizing conditions inside the country.

Rubio said the United States aims to manage revenue from Venezuelan oil sales through financial channels subject to U.S. oversight. He indicated that the plan is designed to influence the flow of funds connected to Venezuela’s oil sector. He said this approach seeks to prevent misuse of revenue and to direct it toward specific objectives.

According to Rubio, the first phase centers on stabilizing Venezuela’s internal situation. He said this stage involves economic and political measures. He linked the stabilization goal to the handling of oil revenue.

Rubio said the second and third phases of the plan will follow after stabilization efforts begin to take effect. He did not specify a timeline. He said they will build on conditions created during the initial stage. He stated that the United States intends to keep pressure on actors it associates with corruption and anti-democratic behavior in Venezuela.

Rubio told reporters that the U.S. government is working with partners and allies on the Venezuela strategy. He said coordination involves governments that have taken positions on Venezuela’s political and economic crisis. He referenced collaborative efforts that focus on sanctions enforcement and monitoring of financial flows.

He described the plan as part of a broader U.S. policy response to ongoing turmoil in Venezuela. He said the situation in the country remains unstable.

Rubio did not detail all enforcement mechanisms that the U.S. might use to manage these oil-related revenues. He mentioned that compliance with U.S. regulations would be required for entities engaged in the trade of Venezuelan oil using U.S.-controlled channels. He said the government would watch how funds are distributed and used.

Rubio said U.S. agencies are coordinating on the Venezuela plan. He pointed to cooperation among diplomatic, financial, and regulatory bodies. He said this internal coordination is necessary for the three-phase strategy to function. He stressed that the stabilization phase will guide how later stages unfold. He said further details may be released as implementation advances.
