House Investigation Highlights Missing Records in VP Duterte’s Fund Allocation

During a recent session, the House of Representatives concluded its investigation into Vice President Sara Duterte’s use of confidential funds, but on Monday, Manila Representative Joel Chua revealed that 405 out of 677 individuals listed as fund recipients lack Philippine Statistics Authority records, raising questions about the transparency and accountability of fund allocation.

The absence of records for these individuals has raised concerns about the integrity of the disbursement process for these funds. This issue draws attention to the necessity of transparency and accountability in the allocation and use of government resources, particularly concerning funds that are classified as confidential.

The confidential funds in question were reportedly distributed while Duterte was serving as both Vice President and the head of the Department of Education (DepEd). The allocation of these funds and the apparent lack of documentation for a significant number of recipients have sparked public and legislative scrutiny.

Rep. Joel Chua emphasized the importance of verifying whether these individuals are eligible recipients of the funds. He highlighted that the PSA, as the primary custodian of civil records in the Philippines, did not have information on 405 recipients. This revelation has prompted calls for a thorough investigation to ensure that funds are allocated correctly and reach their intended beneficiaries.

The lack of records for many of the recipients has led to speculation regarding possible discrepancies in the documentation process. This situation has further fueled demands for a more rigorous examination of how the distribution of these funds was managed and whether any irregularities occurred.

Vice President Sara Duterte, who served as the DepEd chief until July this year, is facing questions about her administration’s handling of these funds. The absence of PSA records for such a large number of beneficiaries adds complexity to the situation, raising questions about the processes used to determine fund allocation.

The House panel’s investigation aims to shed light on these issues and establish measures to prevent any potential misuse of confidential funds in the future. This move includes exploring legal frameworks that could strengthen accountability and transparency in the disbursement of government funds, particularly those designated as confidential.

The inquiry into these discrepancies has sparked public interest and concern about the broader implications for government transparency. Lawmakers and citizens alike seek assurance that government funds are used appropriately and that all recipients are legitimate beneficiaries.

Vice President Duterte, who has been under scrutiny for the handling of these funds, has not publicly commented on the recent revelations. However, her office has maintained that all funds were distributed according to the rules and guidelines in place.
