New video evidence seen as critical in Cabral probe

MANILA — The National Bureau of Investigation (NBI) obtained new dashcam footage in the probe into former DPWH undersecretary Maria Catalina Cabral’s death. Investigators described the video as “very substantial.”

The NBI said agents received the footage from an undisclosed source. Officials included it in the official evidence file for forensic and technical examination.

Investigators will analyze the video frame by frame to identify events, persons, vehicles, and locations relevant to the case. They will also compare it with existing testimonies, documents, and physical evidence.

Officials said forensic experts would enhance the footage to clarify images, license plates, road signs, and timestamps. The bureau will verify its authenticity to confirm no edits or alterations occurred.

Investigators plan to interview the dashcam owner and operator to understand how the video was recorded. They will also obtain related digital files, including raw and backup copies, and cross-check timestamps with telecommunications data, traffic records, and other surveillance cameras where available.

The NBI said the footage could help establish a timeline of Cabral’s movements before her death and determine if it captured any incident involving her or related individuals.

Officials said findings from the dashcam analysis would be submitted to the Department of Justice. Additional details will be released when disclosure no longer risks the integrity of the investigation.

The DPWH confirmed Cabral previously served as undersecretary. Authorities have not publicly disclosed the full circumstances or cause of her death. The NBI said it treats the new dashcam footage as a critical piece of evidence.
