In 2005, Hurricane Katrina struck New Orleans, bringing widespread devastation to the region. Nearly two decades later, the Louisiana Society for the Prevention of Cruelty to Animals (SPCA) recalls the pivotal aid provided by Houston, Texas, in rescuing and sheltering pets during the crisis.

The Louisiana SPCA had prepared disaster plans since 1992, but during Katrina, it was the only shelter organized for large-scale animal evacuations. As the hurricane approached, the team transported over 300 shelter pets to Houston. The Houston SPCA welcomed these animals and offered immediate assistance.

Kathryn Destreza, a former chief humane law officer of the Louisiana SPCA, described the situation as frantic. She noted that Houston was ready to assist as soon as their team arrived with the transported animals.

“We had evacuation plans and disaster plans since 1992, but at that time we were still the only shelter that would evacuate their animals,” Destreza said.

Ana Zorrilla, the current CEO at the Louisiana SPCA, acknowledged Houston’s swift response. She highlighted Houston’s provision of temporary housing, tents, and volunteer support to care for the animals and reunite them with their owners.

“They were the shelter that, when we called, they said yes – bring all the animals,” Zorrilla shared.

Julie Kuenstle, Vice President of Communications and Marketing for the Houston SPCA, explained that the organization took in about 800 animals. Many pets came not only from the Louisiana SPCA but also from residents evacuated from the Superdome to the Astrodome. Pets were not allowed inside the Astrodome, prompting the Houston SPCA to intercept them, collect owners’ contact information, and work toward reunification.

Kuenstle spoke of the emotional impact, recalling how providing care for pets offered comfort to owners who had lost everything.

Before Hurricane Katrina, the Louisiana SPCA had been preparing for emergency situations, but the scale of Katrina’s impact required cooperation and rapid response. The documentary, “20 Years Stronger: Remembering Katrina,” explores these efforts and the ongoing impact on disaster preparedness for animals.

The collaboration between the Louisiana and Houston SPCA demonstrates the strength and resilience of animal rescue communities dedicated to providing care during emergencies. The efforts of both organizations emphasized the importance of preparedness and collaboration in times of disaster.

The Louisiana SPCA has continued to refine its disaster response strategies since Hurricane Katrina. Houston’s role remains a significant part of the Louisiana SPCA’s history, embodying the spirit of cooperation and support that defined the rescue efforts during the storm. Further, their documentary underscores the lessons learned and the ongoing commitment to animal welfare in crisis situations.
