The Galveston City Council is considering changes to downtown parking rules, including 30-minute payment options, enhanced fine collection, and a temporary amnesty program for late parking fees.
The proposals were discussed during a Dec. 11 workshop meeting, with Council member David Finklea saying the changes aim to reduce overall parking violations. Currently, downtown parking costs $2.25 per hour with a minimum one-hour duration. Finklea said offering a 30-minute option through the PayByPhone app could encourage compliance for shorter stays.
Council members also discussed stricter enforcement measures, including potentially booting vehicles with multiple violations. Galveston collected $848,293 in parking fines in fiscal year 2025 out of more than $1.8 million assessed. The revenue supports downtown maintenance, including trash cleanup.
The proposed amnesty program would waive late fees or collection fees for tickets paid between April 1 and April 30, but city officials noted contractual obligations with collection firm Linebarger Goggan Blair & Sampson would still require payment for their services.
Finklea said the city hopes the measures will improve compliance and reduce repeat offenses. The council plans to vote on the proposed changes at its next meeting on Jan. 22.
