MANILA, Philippines — Government contractor Pacifico “Curlee” Discaya was arrested at the Senate on Monday in connection with a malversation case linked to an alleged anomalous flood control project in Bulacan.
The arrest was ordered by the Bulacan Regional Trial Court Branch 20 over allegations involving the falsification of public funds or property.
The charge against Discaya is non-bailable.
He has been in Senate custody since September 2025 after being cited in contempt during a Senate Blue Ribbon Committee hearing on an alleged infrastructure scam.
Since his detention, Discaya underwent shoulder surgery but was returned to the Senate detention facility a week later.
Justice Secretary Jesus Crispin Remulla said Discaya would be turned over to the Department of the Interior and Local Government (DILG) on June 8.
Discaya’s wife, Sarah Discaya, who is currently detained at the Lapu-Lapu City Jail, is facing the same malversation case.
Also charged is Ma. Roma Rimando, an executive of St. Timothy Construction, who is likewise detained at the Lapu-Lapu City Jail.
The three are accused in connection with an alleged ₱96.5 million ghost flood control project in Davao Occidental.
