DAVOS, Switzerland — Rep. Brian Poe of the Philippine House of Representatives presented the country’s artificial intelligence (AI) and digital policy agenda to international leaders at the Philippine Pavilion during the World Economic Forum (WEF) Annual Meeting in Davos to explain how lawmakers implement measures that govern emerging technologies, protect workers, and prepare the Philippine economy for long-term growth.
Poe addressed a panel titled “AI in Youth Education as Development Drivers,” where he described the Philippine House of Representatives’ approach to AI and digital transformation as proactive and legislative-led.
He said Congress treats AI and digital technologies as current realities instead of distant disruptions, and he outlined how this perspective informs the chamber’s ongoing and planned policy initiatives.
Poe told the panel that the House prioritizes laws that support digital infrastructure, digital literacy, and responsible AI use across sectors.
He explained that lawmakers coordinate with education stakeholders to integrate AI and digital tools into youth education as a means to strengthen future workforce competitiveness.
Poe added that the House consults industry, academic institutions, and civil society as it drafts legislation related to AI and digital transformation.
He said the Philippine legislative agenda on AI seeks to balance economic opportunities from new technologies with measures that mitigate displacement risks for workers.
Poe stated that the House aims to ensure that AI and digital transformation policies contribute to inclusive growth and long-term economic resilience.
He said Congress plans to continue updating and refining AI-related legislation as technologies evolve and their applications expand in the Philippine economy.
