AMLC report, threat video seen as grounds for conviction in Duterte impeachment, Lorna Kapunan says

MANILA, Philippines — Lawyer Lorna Kapunan said Thursday that the Anti-Money Laundering Council’s (AMLC) report on alleged transactions involving Vice President Sara Duterte and her husband, along with recorded public statements involving alleged death threats, form two of the strongest grounds that could support a conviction in an impeachment trial.

In a radio interview on DZMM, Kapunan cited the AMLC report, which flagged P6.77 billion in transactions from the accounts of Duterte and her husband between 2006 and 2025. The report also indicated a net inflow of P2.88 billion over the period.

Kapunan said the figures are difficult to dispute because they reflect long-term banking records. She said the movement of funds over nearly two decades cannot be easily explained if challenged.

The report contrasts with Vice President Duterte’s Statements of Assets, Liabilities and Net Worth, which show a declared net worth of P88.4 million as of 2024. The documents also do not list specific cash holdings or bank deposits for several consecutive years since 2019.

Duterte’s declared net worth increased from P7 million in 2007, when she served as Davao City vice mayor, to P88.4 million in 2024.

Kapunan said the discrepancy between declared assets and flagged transactions strengthens allegations of unexplained wealth.

Kapunan also cited a separate ground involving Duterte’s public statements in November 2024, which were later referred for investigation by the National Bureau of Investigation (NBI). The statements included remarks about alleged harm against President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos, and former House
