Alice Guo transferred to female correctional facility after conviction

MANILA, Philippines — Authorities transferred dismissed Bamban, Tarlac mayor Alice Guo and her two co-accused to the Correctional Institution for Women (CIW) in Mandaluyong City on Friday night, Dec. 6, following their conviction for qualified human trafficking and implementation of a court-issued Mittimus Order.

The CIW report to Bureau of Corrections (BuCor) Officer in Charge Al Perreras stated that Guo, along with co-accused Jaimielyn Santos Cruz and Rachelle Joan Malonzo Carreon, arrived at the CIW Reception and Diagnostic Center (RDC) at around 10:17 p.m. under escort from Bureau of Jail Management and Penology (BJMP) officers.

JCInsp. Jean Olive Unciano, warden of the Pasig City Jail Female Dormitory, led the BJMP team that transported the three convicted individuals to the women’s prison facility.

Regional Trial Court Branch 167 Judge Annielyn Mendes-Cabels issued the Mittimus Order that directed the transfer of Guo and her co-accused from the Pasig City Jail Female Dormitory to the CIW.

Court records identified Guo under the name Guo Hua Ping with Prison No. C225P-531, Cruz with Prison No. C225P-530, and Carreon with Prison No. C225P-529 in the BuCor system.

The trial court sentenced Guo, Cruz, and Carreon to life imprisonment and ordered each of them to pay a fine of P2 million after finding them guilty of qualified human trafficking.

CIW Chief Superintendent Marjorie Ann Sanidad reported that the three inmates would undergo an initial five-day quarantine period at the RDC upon admission to the Mandaluyong City facility.

Sanidad said CIW medical personnel would conduct comprehensive medical examinations on Guo, Cruz, and Carreon during the quarantine phase in accordance with standard intake procedures.

After the quarantine, the three newly admitted inmates will stay for 55 days in the RDC’s regular dormitory for orientation, diagnostics, and evaluation.

The CIW will transfer Guo and her co-accused to their designated dormitory at the CIW Maximum Security Camp after they complete the entire 60-day reception and diagnostic process.

BuCor Director General Gregorio Pio P. Catapang Jr. said the 55-day assessment period at the RDC plays a key role in determining the psychological and physical needs of newly committed persons deprived of liberty.

Catapang said CIW personnel will use the assessment results to prepare individualized treatment plans and rehabilitation programs for Guo, Cruz, and Carreon during their incarceration.

He said the RDC also conducts orientation and educational sessions to help new inmates understand institutional rules, available programs, and their rights under existing corrections policies.

Catapang said the CIW implements these procedures for all inmates sentenced to long prison terms, including those serving life imprisonment at the Maximum Security Camp.
