Senator Risa Hontiveros announced on Monday, August 25, 2025,  that authorities detained businessman Joseph Sy, a Filipino-Chinese executive, for allegedly using fraudulent documents to obtain Filipino citizenship and a position in the Philippine Coast Guard Auxiliary.

The Bureau of Immigration (BI) carried out the detention after investigations into Sy’s citizenship documentation. Officials suspect these documents may have been falsified to misrepresent his identity and nationality.

Senator Hontiveros has expressed alarm over the possible implications of Sy’s actions on national security. She indicated that these events call for a thorough investigation into the processes surrounding citizenship issuance and appointments within national organizations.
