City of Dallas reviews funding for private organizations

DALLAS — The city of Dallas is reviewing stipends provided to private organizations, including funding given to groups receiving public money for public purposes, city officials said.

Stipends differ from contracts in that they do not include specific performance requirements or deliverables, according to city information.

Downtown Dallas Inc. received more than $1 million in city stipends during the current fiscal year. The organization focuses on downtown development, public space management, and advocacy for economic growth.

During a government efficiency committee meeting on Monday, Dallas City Council members discussed whether stipend funding continues to serve its intended public purpose. Councilman Adam Bazaldua questioned continued funding for established organizations, citing concerns about the use of tax dollars.

Bazaldua noted that the organization’s executive leadership compensation exceeded that of the Dallas city manager, while the organization continues to receive public funding.

City officials said the review is intended to ensure that stipend-funded programs continue to serve public interests and provide measurable value to taxpayers.
