Texas legislature targets Kerr County sirens in post‑flood bill

Texas lawmakers have introduced Senate Bill 2 (SB-2), a measure aimed at improving flood warning systems in Kerr County through the installation of flood sirens, gauges, sensors, and enhanced emergency communication infrastructure.

Senator Paul Bettencourt is leading the legislative effort, following recent fatal flood events that underscored the need for better early warning mechanisms. The bill proposes a comprehensive approach to flood preparedness, focusing on real-time data collection and improved alert distribution.

SB-2 includes provisions to fund flood sirens and deploy a network of gauges and sensors designed to provide timely information to residents and emergency responders. It also calls for upgrades to communication infrastructure to ensure that alerts reach communities quickly during severe weather events.

Lt. Governor Dan Patrick has expressed strong support for the legislation, calling flood sirens “life-saving tools” and identifying SB-2 as a legislative priority during the ongoing special session. Patrick and Bettencourt both emphasized the urgency of enhancing flood response capabilities across vulnerable areas like Kerr County.

The bill is part of a broader state initiative to strengthen flood mitigation and disaster response efforts in Texas. Lawmakers are currently reviewing SB-2’s provisions and engaging with local officials and emergency management agencies to align the legislation with community needs.

If passed, SB-2 would serve as a model for similar efforts in other flood-prone regions across the state. The proposed enhancements aim to reduce loss of life and property damage by ensuring faster, data-driven responses to flood events.
