MANILA, Philippines — A second impeachment complaint has been lodged against Philippine Vice President Sara Duterte over an alleged unauthorized expenditure of around P612.5 million.

This complaint, filed by 74 members of various progressive groups, accuses Duterte of betraying public trust through the misuse and abuse of confidential funds.

The complaint was officially submitted to the House of Representatives on Wednesday.

The complainants, who are primarily from left-leaning organizations, assert that Duterte’s actions represent a severe breach of trust, which they equate to treachery against the public.

The funds in question are reportedly confidential and are said to have been used over a brief period of 11 days.

The complainants argue that such spending constitutes misuse and mismanagement, violating the ethical and legal standards expected of a public official in Duterte’s position. They further claim that the funds were not allocated appropriately and were handled without the necessary transparency and accountability.

In response to the allegations, Duterte’s office has denied any wrongdoing. They argue that the funds were used for legitimate purposes and were spent in accordance with the law. Duterte’s spokesperson emphasized that all expenditures were documented and audited, insisting on the legality and propriety of the actions taken.

This second impeachment complaint arrives shortly after the first, reflecting persistent scrutiny and dissatisfaction among certain segments of the population and political groups.

Makabayan bloc, a coalition of progressive lawmakers, has been vocal about the complaint. They have endorsed the filing and expressed concerns about the governance style of Duterte, stressing that accountability must be maintained in matters involving public funds.

The bloc members, including France Castro, Arlene Brosas, and Raoul Manuel, have actively participated in pushing forward the impeachment process.
