Ex-DBM chief: Lack of accountability lets Congress exploit flood control budget

MANILA, Philippines– Former Budget Secretary Butch Abad alleged that members of Congress are using flood control projects to support reelection efforts instead of addressing flood risks.

Abad made the statement on October 5, 2023, during a public forum in Manila. He said weak oversight within the government enables these practices and called for reforms in project allocation to prevent misuse of public funds.

He cited specific cases where funds were allegedly diverted for political purposes. He urged the government to enforce regulations and ensure transparency in spending.

The Department of Public Works and Highways, which manages flood control projects, has not released a statement. Government officials have not responded to Abad’s claims.

Abad served as Budget Secretary from 2010 to 2016 under President Benigno Aquino III. He has consistently pushed for reforms in government budgeting and spending.
