HOUSTON, Texas– Lawmakers have introduced a proposal to transfer the University of Houston-Victoria (UHV) to the Texas A&M University System.

This marks the second attempt to pursue such a transfer.

The proposal, led by State Senators Lois Kolkhorst and Paul Bettencourt, is encapsulated in Senate Bill 2361, which is set to take effect on September 1, 2025, if passed.

The proposal has generated discussion among education officials, government representatives, and the public, raising both potential benefits and concerns.

Kolkhorst and Bettencourt argue that integrating UHV into the Texas A&M System could provide expanded opportunities for UHV students, including new academic programs and increased funding.

Advocates suggest the transfer could introduce degree programs in fields such as engineering and agribusiness, which are currently unavailable at UHV.

Local leaders in Victoria, including Mayor Jeff Bauknight, have expressed support for the proposal.

They believe that the transfer could result in increased investment and resources for UHV, benefiting both the university and the community.

Additionally, supporters argue that joining a larger system like Texas A&M could lead to higher enrollment and attract students from across the state and beyond.

However, some members of the University of Houston community have raised concerns.

These include potential impacts on the university’s identity and autonomy, as well as implications for staff and faculty.

The University of Houston System has not officially taken a stance on the proposed transfer, though discussions among stakeholders are ongoing.

This is not the first time a transfer of UHV to Texas A&M has been proposed.

A previous attempt did not succeed, but the current proposal aims to address concerns from earlier efforts and highlight potential advantages.

UHV, located in Victoria, Texas, is part of the University of Houston System.

It offers various undergraduate and graduate programs and serves a diverse student population.

UHV is known for its commitment to accessibility and community engagement, providing educational opportunities to students in Victoria and the surrounding areas.

The Texas A&M University System, one of the largest higher education systems in the U.S., includes multiple universities, research facilities, and extension agencies.

It is recognized for its focus on research, innovation, and public service.

The Texas Legislature is currently considering the proposal, and lawmakers will continue to evaluate its potential impacts.
