Senate launches inquiry into Romualdez-Discaya Makati house deal

MANILA, Philippines — The Philippine Senate will investigate how and why Representative Martin Romualdez of Leyte’s 1st District allegedly purchased a house and lot in Makati City through contractors Curlee and Sarah Discaya, who are known for their involvement in government flood control projects.

Senators will examine when the transaction occurred, the source of funds, the parties who facilitated the sale, the documents supporting ownership transfer, and whether the involvement of the Discayas relates to public works contracts.

The inquiry will also review property registration records, financial transactions, and title transfers, as well as the role of relevant agencies in monitoring compliance with procurement and ethics rules. Witnesses may be called to testify about negotiations, agreements, and the contractors’ involvement in the property purchase.

Lawmakers will assess Curlee and Sarah Discaya’s public works records, including projects they held, contract timelines, and the locations of their work, to determine any potential connection between government contracts and the alleged real estate transaction.

The Senate will coordinate with property registries, financial regulators, and contracting offices to verify ownership, liens, and fund movements, and to evaluate whether the actions of Romualdez and the contractors complied with Philippine law.
