<p class="has-medium-font-size">GRAPEVINE, Texas<em> </em>– <a href="https://www.pacctx.org/">The Philippine-American Chamber of Commerce of Texas (PACCTX)</a> marked a significant milestone in its history with a grand 15th Anniversary Gala and Awards Ceremony held at the Gaylord Texan Resort &amp; Convention Center on October 18, 2024. The event brought together over 400 attendees from various regions across Texas to celebrate the chamber&#8217;s achievements and contributions to the community.</p>



<p class="has-medium-font-size">The evening commenced with a warm welcome message from PACCTX State President <a href="https://dizonlawfirm.com">Atty. Aileen Ligot Dizon</a>, who expressed her gratitude to the attendees and highlighted the chamber&#8217;s ongoing commitment to supporting the Filipino-American community.</p>

<p class="has-medium-font-size">Consul General Gunther Emil Sales of the Philippine Consulate General in Houston shared a special message highlighting the chamber&#8217;s vital role in promoting business relationships and cultural connections between the Philippines and Texas. He stated that the chamber&#8217;s efforts align closely with their goals in economic diplomacy, emphasizing the importance of strengthening business and professional ties between Texas and the Philippines.</p>



<p class="has-medium-font-size">Keynote speaker Texas Secretary of State Jane Nelson delivered an inspiring address, emphasizing the chamber&#8217;s influence on the local economy and its dedication to serving the Filipino-American community. Secretary Nelson&#8217;s remarks highlighted the importance of collaboration between businesses and government entities in fostering growth and innovation. She remarked that the entrepreneurial spirit of Filipino communities is visible in all areas of our community, including healthcare, technology, education, and public service.</p>

<p class="has-medium-font-size">A notable moment of recognition came when Texas Representative Salman Bhojani presented a Proclamation honoring PACCTX for its 15 years of service. The proclamation was graciously received by <a href="https://aileenligotdizon.com">Atty. Aileen Ligot Dizon</a>, who expressed gratitude for the support and acknowledgment from local leaders.</p>

<p class="has-medium-font-size">The gala showcased representatives from PACCTX’s five regions: the DFW Region, which hosted this year’s event, along with the Greater Houston Region, Rio Grande Valley Region, Greater San Antonio Region, and Greater Austin Region. Each region was well represented, highlighting the unity and diversity within the chamber.</p>



<p class="has-medium-font-size">Attendees at the event included the founders, officers, board of directors, and chamber members, all coming together to commemorate the chamber&#8217;s anniversary and celebrate the achievements of their peers. Their collective presence underscored the importance of collaboration and support within the community, highlighting the strong network that drives local progress and innovation.</p>

<p class="has-medium-font-size">The event not only celebrated the chamber&#8217;s anniversary but also honored the exceptional achievements of individuals from various regions of Texas. State winners, selected from the Regional Awardees, were announced during the event.</p>



<p class="has-medium-font-size">Another highlight of the evening was the recognition of Honorary Consul Ethel Mercado, who received the Emeritus Chamber Leadership Award for her exceptional leadership and steadfast commitment to PACCTX. As one of the founding members and a former state president, Honorary Consul Mercado&#8217;s dedication has been instrumental in shaping the direction and success of the chamber. Her contributions have not only inspired fellow members but have also significantly impacted the community, making her a deserving recipient of this prestigious award.</p>

The night continued with an after-party featuring Sir Earl Toon of Kool and the Gang, ensuring that guests enjoyed a lively celebration.</p>

<p>&#8220;My mother, who is now 86 years old, often reminded me that education is a tool for empowerment,&#8221; he explains. &#8220;My father, who is now 91 years old, said it&#8217;s not just about acquiring knowledge but about using it to uplift those around you.&#8221; This early lesson shaped his perspective on leadership, emphasizing that true leaders serve their communities.</p>

<p>Consul Gilbert’s journey was not a straightforward one. Initially aspiring to join the seminary, he spent six years in religious training, which instilled in him discipline and a servant-leadership mentality. <p>&#8220;I believed that joining the seminary would allow me to serve people in a profound way,&#8221; he recalls. &#8220;However, over time, I realized that my passion for serving could also be fulfilled through public service.&#8221; This realization initiated a new chapter in his life, one where he could combine his faith with actionable change in society.</p>

<p>When asked about the most memorable persons and mentors he admires, Consul Gilbert shared his reflections on three influential figures. First, he spoke about Father Emilio Pablo, saying, “Spanish Priest Emilio Pablo, who was a naturalized Filipino citizen and spent his whole life in the Philippines serving others. His commitment to service and humility was really inspiring, and his dedication to values of service and simplicity left a lasting mark on me.”&nbsp;</p>



<p>Consul Gilbert then discussed the second influential person in his life, Ambassador Bernardita Leonido Catalla (February 18, 1958 – April 2, 2020), who was the Passport Director during his time as a contractual employee. He stated, “Ambassador Bernie Catalla is incredibly innovative and genuinely believes in the potential of things. Her ability to nurture talent was truly admirable. She encouraged me to pursue my goal of becoming a diplomat after recognizing that my work consistently exceeded expectations. Unfortunately, she was one of the first to pass away during the early stages of the COVID pandemic in the Philippines, which left all DFA personnel who knew her personally deeply saddened.”</p>



<p>Lastly, he highlighted the third mentor in his life, saying, “The third key mentor is Ambassador Julio Cardenas, leader of the DFA Choral, who imparted two lessons. First, focus on building lasting relationships rather than competing in a cutthroat environment. Second, nobody is indispensable in this job; meaning, impart your knowledge, help a colleague develop and mature, and then this will become a partnership.</p>



<h3 class="wp-block-heading">Most Fulfilling Assignment</h3>



<p>When Consul Gilbert was asked about the most fulfilling assignment in his career, he expressed that his time in the Middle East stands out as the most rewarding. He explained, &#8220;My assignment in the Middle East is the most fulfilling because I was able to assist a significant number of Filipinos who truly needed various forms of support. This region has seen some of the most challenging experiences for our fellow countrymen, and being there to provide help during such difficult times was profoundly meaningful to me.&#8221; He emphasized the importance of his role in addressing the unique challenges faced by Filipinos living and working in that area, noting that any mistake could affect human lives.</p>



<h3 class="wp-block-heading">Impact on the Community</h3>



<p>One of the most rewarding aspects of Consul Gilbert&#8217;s job is the direct impact on individuals and communities. He talks about the joy and fulfillment that comes from assisting fellow Filipinos and how his role enables him to make a significant difference. <p>When asked about his time in Houston and whether his tour of duty at the PCG in Houston would be extended for another full term, he explained that &#8220;a diplomat&#8217;s time in their foreign assignment should not exceed six years, although extensions for a short period are possible.&#8221; Regarding his desire to go home, Consul Gilbert remarked that he feels he is living on &#8220;borrowed time.&#8221; He looks forward to returning home for a two-year break and preparing for another deployment in a different country after his time at the Department of Foreign Affairs. Each assignment offers Consul Gilbert fresh perspectives on both life and the people in the host country.</p>

The ruling comes as Texas school districts filed their second lawsuit over changes to the metrics used to measure their performance.</p>



<p class="has-medium-font-size">The TEA redesigned the State of Texas Assessments of Academic Readiness (STAAR) test to be administered online with fewer multiple-choice questions. However, school districts argue that the new grading tool is flawed, leading to low scores on the reading section of the test. They claim that the test cannot be trusted to produce fair grades of school districts&#8217; performance.</p>



<p class="has-medium-font-size">&#8220;The STAAR test itself, the changes were fairly radical this time around,&#8221; said Nick Maddox, an attorney representing the school districts. &#8220;The trend for all school districts is that scores have decreased fairly significantly. We believe that the issue is this test itself.&#8221; The lawsuit is the second legal battle over the A-F rating system. Consul General Sales expressed his enthusiasm for encouraging more trade missions from the U.S. to the Philippines and vice versa, which would facilitate greater economic cooperation and knowledge sharing.</p>

<p class="has-medium-font-size"><strong>Is a Company Required to Report Its Beneficial Ownership Information to FinCEN if the Company Ceased to Exist Before Reporting Requirements Went into Effect on Jan. 1, 2024?</strong></p>



<p class="has-medium-font-size">Required to report its beneficial ownership information, a company that ceased to exist as a legal entity before January 1, 2024, is not subject to the BOIR regime and, thus, is not required to report its beneficial ownership information to FinCEN. However, if a Reporting Company continued to exist as a legal entity for any period of time on or after January 1, 2024, (i.e., it did not entirely complete the process of formally and irrevocably dissolving before January 1, 2024), then it is required to report its beneficial ownership information to FinCEN, even if the company had wound up its affairs and ceased conducting business before January 1, 2024.&nbsp;</p>



<p class="has-medium-font-size">In determining when a Reporting Company ceases to exist as a legal entity, it is necessary to consult the law of the jurisdiction in which the Reporting Company was created or registered. Note that a Reporting Company that is administratively dissolved or suspended – because, for example, it failed to pay a filing fee or comply with certain jurisdictional requirements – generally does not cease to exist as a legal entity unless the dissolution or suspension becomes permanent.</p>



<p class="has-medium-font-size"><strong>If a Reporting Company Created or Registered in 2024 or Later Winds Up Its Affairs and Ceases to Exist Before Its Initial BOIR Is Due to FinCEN, Is the Company Still Required to Submit that Initial Report?</strong></p>

<p class="has-medium-font-size"><strong>Implications for Reporting Companies Formed or Registered in 2024</strong></p>



<p class="has-medium-font-size">Any Reporting Company formed or registered in 2024 that was dissolved or terminated prior to the 90-day reporting deadline is also subject to the BOIR requirements. In these cases, FinCEN&#8217;s guidance confirms that the Reporting Company must file an Initial BOIR within 90 days of receiving actual or public notice of creation or registration.&nbsp;</p>



<p class="has-medium-font-size">FinCEN&#8217;s guidance highlights the importance of understanding the reporting obligations for Reporting Companies formed or registered in 2024. In particular, Reporting Companies that cease to exist as legal entities before their initial beneficial ownership reports are due must still file an Initial BOIR.</p>

For example, how should Reporting Companies identify the individuals responsible for submitting the BOIR, and what information should be reported in these cases?</p>
