A PHP96.5-million flood control project in Jose Abad Santos, Davao Occidental, is under investigation after an inspection revealed construction started only three weeks ago, despite being declared completed and paid for in 2022.
Baguio City Mayor Benjamin Magalong, acting as special adviser to the Independent Commission for Infrastructure (ICI), called it a “ghost project.”
The project, Construction of Concrete Revetment, was awarded to St. Timothy Construction Corp., owned by Pacifico ‘Curlee’ and Cezarah Rowena ‘Sarah’ Discaya. Public Works Secretary Vince Dizon joined Magalong during the inspection, after which authorities declared the site a “crime scene.”
The project is among several suspicious infrastructure works linked to the Discaya group, raising concerns about transparency and accountability. The ICI is investigating possible legal violations and plans to review contracts and payments related to the project.
The Department of Public Works and Highways aims to enforce stricter compliance with construction timelines and payment schedules. This case highlights ongoing issues with infrastructure oversight in the region, with public officials and agencies facing scrutiny over fund management.
The Discaya group has not responded to the allegations. Authorities and the public await further details as the investigation continues.
