MANILA, Philippines — The National Bureau of Investigation (NBI) has recommended the filing of malversation charges against Senator Chiz Escudero, former Vice President Jejomar Binay, and Leyte Representative Martin Romualdez in connection with alleged irregularities in government flood control projects.
The recommendation follows an affidavit submitted to the Department of Justice (DOJ) by Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo. His sworn statement, filed after testifying at a Senate hearing, implicates both current and former lawmakers in the alleged misuse of public funds.
The Senate hearing focused on irregularities in fund allocations for infrastructure projects. Bernardo’s affidavit outlines transactions and activities involving the flood control program, which the NBI cites as the basis for recommending charges.
According to Bernardo, the scheme involved coordination among several public officials and led to questionable disbursements of government funds. The DOJ confirmed receipt of the affidavit and stated that it has launched a formal review to determine whether charges will be filed.
Senator Escudero, Representative Romualdez, and former Vice President Binay have not yet issued statements in response to the allegations.
The DOJ and NBI are continuing their joint investigation, emphasizing transparency and due process throughout the proceedings.
