Navigation Boulevard flooding spotlights Houston drainage issues and 311 reporting

HOUSTON, Texas — Flooding at a low-lying underpass along Navigation Boulevard in east Houston forced road closures this week after water levels reached about six feet on Tuesday, city officials and residents said.

Drivers turned around and sought alternate routes as the underpass became impassable following rainfall. Residents and workers in the area said the flooding has occurred repeatedly, even after modest rain.

Lisa Purdum, who works nearby, said the situation has caused ongoing disruptions and raised concerns about drainage infrastructure in the area.

Local businesses reported operational impacts. Dr. Natalie Carrizales, a dentist, said patient appointments were delayed due to road closures and traffic congestion from detours and nearby train crossings.

City officials said the flooding is linked to multiple factors, including a damaged drainage pipe caused by construction and blockages within the system. They said the pipe that drains into Buffalo Bayou can become submerged during heavy rain, which causes water to back up into the underpass.

Officials advised residents to report flooding issues through the city’s 311 system and document conditions for follow-up. They said a contractor is scheduled to begin inspections and plan repairs at the site.

Authorities reminded drivers to avoid flooded roads and follow safety guidance.
