Minneapolis removes memorial barrier honoring Renee Good

MINNEAPOLIS — City crews on Thursday removed a barrier surrounding a memorial for a woman identified as Renee Good at the site where a U.S. Immigration and Customs Enforcement (ICE) officer fatally shot her earlier this week in south Minneapolis.

The Department of Homeland Security confirmed that an ICE officer discharged a weapon during an encounter Wednesday morning, killing Good. A U.S. official identified the woman, and city leaders said she was acting as a legal observer monitoring federal actions at the time of the shooting.

The memorial formed at the scene after the incident, with community members placing flowers, candles, signs and personal items along the sidewalk. People gathered at various times throughout the day to visit the site and leave messages.

City workers arrived in marked vehicles and removed temporary fencing and other materials that had enclosed the memorial and part of the sidewalk. The removal took place under the supervision of city staff.

Local officials said Good had been documenting federal activity as a legal observer, a role that can involve recording law enforcement actions and interactions with the public.

Federal authorities have not provided a detailed account of the events leading up to the shooting. They have not disclosed the nature of the ICE operation underway at the time or described the interaction between the officer and Good before the weapon was fired.

Authorities said no other injuries were reported. They have not announced any criminal charges or released findings from the investigation. The identity of the ICE officer has not been made public, and officials have not said whether the officer has been placed on leave or reassigned.

The Department of Homeland Security said internal review processes are underway. Officials have not released information about body camera footage, surveillance video or witness statements, and they have not provided a timeline for the completion of the investigation.

City leaders said questions remain about the incident and acknowledged public concern over the fatal shooting of a legal observer during federal enforcement activity.
