Marcos vetoes act to transform PUP into National Polytechnic University

MANILA, Philippines — President Ferdinand Marcos Jr. vetoed House Bill No. 10560 on August 25, 2023, which sought to transform the Polytechnic University of the Philippines (PUP) into the National Polytechnic University, the Office of the President announced.

The veto cited potential constitutional issues and budgetary concerns as key reasons behind the decision. The bill, which passed both the Senate and the House of Representatives earlier this year, aimed to expand PUP’s academic programs, increase funding, and grant the university greater fiscal autonomy.

House Bill No. 10560 also proposed a new governance structure for PUP, including the creation of a Board of Regents, and intended to elevate the institution’s status to enhance educational opportunities and competitiveness among polytechnic universities nationwide.

PUP, known for its large student population and numerous branches across the country, is a major educational institution in the Philippines.

The university community, including faculty and students, reacted with mixed emotions following the announcement. Several education stakeholders are urging the government to reconsider its decision.

The Commission on Higher Education (CHED) has yet to issue an official statement on the veto. Lawmakers and education officials are expected to continue discussions on the matter in the coming weeks.
