Marcos signs bill expanding presidential powers on executive agency reorganization

MANILA, Philippines– President Ferdinand “Bongbong” Marcos Jr. signed the Government Optimization Act on August 4, 2025, granting him authority to restructure executive agencies in the Philippines.

The new law allows the government to dissolve or merge agencies and positions to eliminate redundancies and simplify operations.

The act includes measures to protect the welfare of civil servants affected by the changes.

A panel established under the law will review the functions of agencies to ensure efficiency.

The act mandates that all executive agencies and government-owned corporations are covered, with certain exemptions.

The law provides retirement benefits for personnel impacted by the restructuring.

A sunset provision limits the effectiveness of the act to five years.
