Cabral files reveal each congressman holds minimum P150M in budget insertions, says Leviste

Rep. Leandro Leviste of Batangas’ 1st District on Monday, December 22, said each district and party-list representative in the House of Representatives receives at least P150 million annually in Department of Public Works and Highways (DPWH) budget insertions, citing documents previously filed by former Social Welfare Secretary Esperanza Cabral.

Leviste said the allocations cover all congressional districts and party-list seats and appear in the DPWH budget each year.

He said the figures come from records submitted by Cabral during past budget reviews and reflect minimum amounts of P150 million per lawmaker channeled through DPWH.

Leviste did not identify specific representatives but said the allocations apply across all legislative districts and party-list groups.

He said the amounts represent annual appropriations rather than one-time funds and have persisted over multiple budget cycles, according to the documents linked to Cabral.

Leviste made the statement amid ongoing discussions on transparency and traceability of infrastructure funds in the national budget and said the disclosure illustrates the scale of lawmaker-directed projects embedded in the DPWH budget.
