Jenny Barzaga wins Cavite special election, keeps congressional seat in family

MANILA, Philippines — Dasmariñas City Mayor Jennifer “Jenny” Barzaga won the special election for representative of Cavite’s fourth district on Saturday, securing 201,893 votes and succeeding her son, Kiko Barzaga, who lost his House seat after lawmakers expelled him on June 2.

Barzaga won by a wide margin over former vice mayor Raul Rex Rosario Mangubat, who received 30,373 votes. Former councilor Jacinto Frani Jr. placed third with 24,350 votes, followed by Marvin Dupal-ag with 1,184 and Leysander Ordenes with 561.

A total of 258,371 ballots were cast, resulting in a voter turnout of 57.75%.

The victory keeps the congressional seat within the Barzaga family and extends the family’s political presence in Dasmariñas, where Elpidio “Pidi” Barzaga Jr. first became mayor in 1998.

Partial and unofficial results earlier showed Barzaga holding a commanding lead. By 8:30 p.m., she had 185,668 votes compared with Mangubat’s 23,208.

Mangubat later conceded the race based on the partial results and congratulated Barzaga on her victory while thanking his supporters.

The special election followed the House of Representatives’ expulsion of Kiko Barzaga on June 2, 2026. Lawmakers removed him from office over what the chamber described as unruly behavior.

Jenny Barzaga will serve the remainder of the congressional term for the fourth district.
