MANILA — The Alliance of Concerned Teachers (ACT) Party-list on Tuesday formally requested the Independent Commission for Infrastructure (ICI) to investigate alleged anomalies in P4.4 billion worth of flood control projects in Davao City.
ACT Teachers Rep. Antonio Tinio said the investigation should cover infrastructure projects in the 1st District, previously represented by Rep. Paolo Duterte.
“I am requesting the ICI to formally investigate yung P4.4 billion worth of flood control contract sa Davao City na tingin natin may mga red flag o may mga posibleng anomalya, that’s 2019 to 2022 involving at least 80 contracts,” Tinio told reporters.
Tinio cited multiple issues, including double funding, mislocated projects, shorter-than-budgeted constructions potentially indicating overpricing, and incomplete projects still pending years after award. “These are along the Davao River and Matina River — all of them ay nasa 1st District,” he added.
He noted that more than half of the 80 projects were congressional insertions, meaning they were not part of the National Expenditure Program but included in the General Appropriations Act. Tinio said the role of the district representative at the time — Paolo Duterte — should be part of the investigation.
Some contractors involved include Genesis 88, which Tinio said is owned by a former adviser of then-President Rodrigo Duterte and was a major campaign donor of Vice President Sarah Duterte in 2022.
Paolo Duterte is expected to appear before the ICI this week as a resource person for the inquiry.
