HUD orders Houston housing agency to outline plans for program reform

The U.S. Department of Housing and Urban Development (HUD) has directed Houston housing officials to provide detailed plans for improving the city’s affordable housing program, federal and local sources confirmed.

HUD has previously criticized the agency for leadership inefficiencies and financial mismanagement. In 2024, the agency’s CEO resigned after being placed on leave amid an investigation into contracts, financial practices, and personal leave.

The Houston Housing Authority recently changed its name to Housing Alliance HTX, but federal concerns remain. Previous HUD audits highlighted irregularities in how contracts were awarded and tenants were placed, as well as problems with documentation and payment accuracy.

Officials at Housing Alliance HTX said the agency now has a new CEO and financial team. HUD is requesting evidence that the agency is stable and financially responsible, citing ongoing concerns identified in the latest audit.

HUD offices are currently closed due to a partial federal government shutdown, limiting immediate public comment. City leaders said they will comply with all federal requirements.
