HOUSTON — Houston Public Works will begin disconnecting water service Sept. 8 for about 15,000 customers who have significantly overdue utility balances, city officials said.

The affected customers collectively owe the city about $30 million. The city said it has started sending notices to customers who have not made a payment for at least 90 consecutive days, owe more than $500 and have a Sensus remote-reading meter.

Mayor John Whitmire’s administration suspended water shutoffs for two years after widespread complaints about inaccurate water bills in 2024.

During the moratorium, the city replaced faulty meters, corrected billing problems and worked to improve the accuracy of utility bills.

“Today, we have confidence in the accuracy of our billing, and we have a responsibility to collect payment for services that have been provided,” the city said in a statement. “We cannot continue to carry unpaid balances indefinitely.”

The city said customers will have an opportunity to resolve their balances before officials disconnect their water service.

Houston Public Works will also offer payment plans and information about available financial assistance.

Customers who need help with their accounts, payment arrangements, assistance options or billing disputes can call 713-371-1400.

The city said the resumption of shutoffs applies to customers who meet the stated eligibility criteria.
