Houston officials debate tapping $30M stormwater fund for demolitions

Houston city officials on Wednesday debated how to use about $30 million from a stormwater fund as Mayor John Whitmire proposed allocating the money for demolition of certain structures, while City Controller Chris Hollins questioned whether city rules allow that use.

Whitmire said his administration identified tens of millions of dollars in the stormwater fund that he wants to use to demolish buildings he said are unsafe or problematic in several neighborhoods.

Whitmire said he considers the demolitions part of an effort to address public safety and neighborhood conditions while the administration reviews infrastructure and drainage priorities.

Hollins said he reviewed the proposal and concluded that city rules and financial restrictions governing the stormwater fund do not allow its use for building demolition.

Hollins said the fund is intended for stormwater mitigation projects, including drainage and flood control, and that demolition does not fall within that purpose.

Hollins said he notified the mayor and City Council that he believes the proposal conflicts with the fund’s intended use and financial guidelines.

Whitmire said he believes the city can legally reallocate the money and asked city lawyers and budget staff to identify a way forward that complies with legal and financial requirements.
