FORT WORTH, Texas — The Fort Worth Independent School District Board of Trustees approved a new policy on July 23, banning student cell phone use during school hours.
The decision aligns with a statewide law signed by Governor Greg Abbott that restricts personal communication devices in Texas public schools beginning September 1, 2025.
The new policy requires Fort Worth ISD students to turn off and store their cell phones during the school day. School staff will confiscate any visible personal communication devices. The district aims to reduce classroom distractions and improve academic focus in accordance with House Bill 1481.
The Texas Legislature passed HB 1481 earlier this year, mandating all K–12 public schools to ban cell phones, smartwatches, and other non-instructional devices during school hours. The law directs schools to develop enforcement protocols and disciplinary measures.
Fort Worth ISD began reviewing policy options immediately after the law’s announcement to meet the September 1 deadline. The district joins other North Texas school systems preparing to implement the changes ahead of the new academic year.
The Texas Education Agency will issue guidelines to support schools in applying the law consistently while accommodating the needs of local student populations.
Other school districts across Texas are drafting similar policies. Some have proposed solutions like designated storage areas and visible signage to remind students of the new rules.
The statewide cell phone ban places Texas among several states that have implemented similar restrictions to promote student focus. Education officials will continue evaluating how the law impacts academic performance and student well-being.
Fort Worth ISD’s adoption of the new policy signals the district’s intent to comply with the law and support a learning environment with fewer distractions and stronger engagement.
