Former North Texas Police Officer Arrested Over DWI Misconduct

DALLAS, Texas- Former North Texas police officer Donald Mercer turned himself in at the Ellis County Jail. The Cedar Hill Police Department reported the arrest. Mercer, 33, faces charges of official oppression. The charges stem from an alleged incident involving a female during a DWI arrest in August 2024. The Texas Rangers filed the charges.

An internal investigation by the Cedar Hill Police Department found four policy violations. These included dereliction of duty and conduct unbecoming an officer. The department began looking into Mercer after receiving a complaint related to the August incident. Mercer resigned four days later rather than face termination proceedings.

Cedar Hill Police Chief Ely Reyes commented on the department’s response. The department, he said, values a culture of accountability. Though the victim in the August incident did not bring a formal complaint, officers discovered the alleged misconduct during an interview. This led to an investigation. Chief Reyes stated that employees are encouraged to report any misconduct they observe.

The Texas Rangers, a division of the Texas Department of Public Safety, conducted the criminal investigation. They presented their findings to the Ellis County District Attorney’s Office. Official oppression, the charge against Mercer, is a Class A misdemeanor in Texas. The charge involves public servants who, acting under color of office, intentionally subject others to mistreatment or unlawful seizure.

Mercer’s legal representation requested patience from the public. Defense attorney Robert Huseman spoke about Mercer’s dedication to his community. He urged the public to avoid rushing to judgment while the investigation continues. The defense plans a thorough review of the allegations.

The Cedar Hill Police Department has emphasized its commitment to transparency. Chief Reyes noted that maintaining public trust is crucial. The department aims to be as transparent as possible without affecting ongoing investigations.

The arrest of Mercer is not the first time a North Texas officer has faced legal issues related to misconduct. Other cases have involved various charges, including excessive force and corruption. The region’s law enforcement agencies continue to address such matters through policy revisions and increased oversight.

Community reactions have varied. Some express concern over the alleged misconduct of a public servant trusted to uphold the law. Others point out that the swift response and internal investigation signify a strong commitment to accountability within the Cedar Hill Police Department.
