Ex Kerr County official gives firsthand account of initial flood response

Dallas, Texas — John Trolinger, former Information Technology Director for Kerr County, detailed his observations during the initial hours of the recent severe flooding in Kerr County as he monitored emergency communications from his home in Dallas.

Trolinger listened to county radios as first responders engaged in water rescues during the rapidly rising floodwaters.

He said the sudden onset of flooding presented immediate challenges for emergency crews, who had to act quickly to ensure the safety of residents affected by the rising waters.

He emphasized the critical role of communication systems during emergencies, noting his previous involvement in implementing Kerr County’s CodeRED emergency notification system.

However, Trolinger acknowledged delays in alert distribution during the flood, which complicated rescue efforts and resident awareness.

Emergency teams faced difficult conditions including limited visibility and unpredictable floodwaters while rescuing individuals trapped in homes and vehicles. Responders often used specialized equipment and boats to reach those in need.

Kerr County officials coordinated with various agencies to provide rescue services, temporary shelter, and resources to displaced residents.

As recovery efforts continue, Kerr County officials remain focused on assisting those affected and strengthening emergency response capabilities for future incidents.
