Public concern over corruption in the Philippines reached a record level in October after protests and investigations into alleged government misconduct began drawing national attention, according to an independent survey that found 31 percent of Filipinos now view corruption as the country’s top issue.

Investigators are examining reports of irregularities in several government sectors while protestors have held demonstrations in major areas to demand transparency and accountability. Organizers used rallies and online campaigns to call for reforms in governance.

Officials said they have formed independent committees to review the cases and are drafting policies aimed at improving oversight. Agencies involved in the probes pledged cooperation as the inquiries proceed.
