The Commission on Audit (COA) has launched an investigation into how several ghost flood control projects in Bulacan escaped detection during previous audits.
COA officials acknowledged in recent inquiries that weaknesses in their auditing procedures may have allowed the fraudulent projects to pass undetected. The issue surfaced after independent investigations revealed inconsistencies in financial records related to flood control initiatives in the province.
Reports from local agencies had indicated the completion of several flood control structures, which were later found to be nonexistent. The projects caused significant financial losses and prompted public demands for accountability.
COA has begun enforcing stricter auditing protocols to prevent similar cases. Officials are reviewing existing standards to strengthen verification and field inspection processes.
The Department of Public Works and Highways (DPWH) is coordinating with COA to recover misused funds and address gaps in project monitoring. COA confirmed that auditors proven negligent will face disciplinary action.
Lawmakers have called for a formal inquiry into the case to identify responsible parties and prevent future irregularities.
