Cardinal David calls on Marcos to pursue closure for drug war killings

MANILA, Philippines– Cardinal Pablo Virgilio “Ambo” David urged President Ferdinand Marcos Jr. to create a truth commission to investigate unresolved killings linked to the anti-drug campaign under former President Rodrigo Duterte.

In a letter dated November 7, Cardinal David described the killings as part of an “organized criminal activity funded through government resources” that had not undergone full investigation. He said a commission could help provide closure and justice to families of victims still seeking answers.

Cardinal David proposed forming a National Truth and Reconciliation Commission to offer a venue for victims, relatives, and witnesses to share their experiences and help restore dignity to affected families.

Many cases from the drug war remain listed as “deaths under investigation.” Human rights groups and victims’ families have continued to call for accountability and transparency in handling these cases.

The proposed truth commission would examine human rights violations and document extrajudicial killings that occurred during the campaign. Cardinal David said such a body could promote healing and reconciliation within affected communities.

International organizations have previously raised concerns over human rights violations during the drug war. The United Nations Human Rights Council has also called for investigations into related cases.

President Marcos has not issued a public response to Cardinal David’s appeal.
