MANILA, Philippines– Negros Occidental 3rd District Representative Javier Miguel Benitez filed House Bill (HB) 6815 in the House of Representatives in Quezon City to establish the Philippine Scam Prevention Center (PSPC) under the Cybercrime Investigation and Coordinating Center (CICC) as the country’s primary mechanism to address online and digital fraud.
Benitez explained in the bill’s explanatory note that while existing laws target cybercrime, enforcement remains fragmented across multiple agencies handling online and financial fraud.
HB 6815 mandates that the PSPC include agencies within the CICC, along with the Department of Trade and Industry, Bangko Sentral ng Pilipinas, National Telecommunications Commission, National Privacy Commission, financial institutions, telecommunications companies, online marketplaces, and financial technology firms.
The proposed law empowers the PSPC to recommend policies and actions to relevant agencies within the CICC framework to improve enforcement against financial scamming.
The PSPC will operate under the administrative supervision of the CICC to ensure alignment with the national cybercrime strategy.
