AUSTIN, Texas — Several members of the Austin City Council on Friday circulated a proposal directing T.C. Broadnax, city manager of Austin, Texas, to review measures aimed at protecting residents’ civil rights during federal law enforcement operations.

Council members Vanessa Fuentes, José Velásquez, Mayor Pro Tem José “Chito” Vela, Ryan Alter and Zo Qadri issued a memorandum outlining a five-point action plan focused on civil rights protections and accountability in the city.

The memo followed community feedback, including concerns raised at a recent meeting where residents criticized cooperation between the Austin Police Department and federal immigration enforcement authorities.

The proposed measures include reinforcing de-escalation protocols for law enforcement, responding to reports of warrantless searches, reporting alleged unlawful conduct by federal agents, prohibiting law enforcement officers from wearing face coverings and expanding education about legal rights and access to legal representation.

The memorandum asks Broadnax to evaluate the proposals and report within 30 days on actions the city can take within its legal authority to strengthen protections for residents.
