MANILA, Philippines– The National Bureau of Investigation (NBI) announced on Tuesday its willingness to investigate former President Rodrigo Duterte’s recent controversial remarks if requested by the Senate.

NBI Director Jaime Santiago made this statement during a public address, following Duterte’s provocative comments at a recent proclamation rally, which centered around violence and garnered public attention.

Santiago described Duterte’s statements as rhetorical, arguing they did not amount to an actionable threat.

However, he acknowledged that the NBI would investigate if a formal complaint was lodged by a senator.

Santiago clarified that the NBI has the jurisdiction to investigate threats aimed at high-ranking government officials, including the President, Vice President, and Senate President.

While the bureau will not initiate an investigation on its own, it will act if a request comes from the Senate. Santiago emphasized that the NBI is prepared to investigate thoroughly should the need arise.

Duterte’s tenure as president from 2016 to 2022 was marked by strong statements on law and order, sometimes accompanied by violent language, which have continued to spark debate on the limits of political speech.

If a formal complaint is filed, the NBI would gather evidence, interview witnesses, and assess whether the remarks posed a legitimate threat to public safety or were simply political posturing.

Santiago reaffirmed that the bureau remains vigilant in protecting the safety of government officials and the public from potential threats.
