AUSTIN, Texas — Texas has expanded access to dyed diesel for farmers and truckers as global fuel disruptions push U.S. diesel prices to record levels, with Gov. Greg Abbott issuing a disaster proclamation that also raises weight limits for certain agricultural and commercial loads.
Abbott issued the proclamation Sept. 28, allowing farmers and truckers to use dyed diesel on Texas roads. The order also allows fuel, crop and timber loads to move at higher weights.
Dyed diesel gets its red color to distinguish it from taxed road diesel. Federal and state rules generally restrict its use to agricultural equipment and other off-road vehicles because it does not carry the motor fuels tax.
The measure comes as disruptions in global diesel supplies affect trucking, agriculture and other industries. Oil and fuel flows through the Strait of Hormuz have faced disruptions, while Ukrainian attacks have affected Russian refinery operations.
U.S. retail diesel prices have reached record levels and now average about $6.44 per gallon, according to industry data.
President Donald Trump has also said he is considering a ban on U.S. diesel exports as the administration weighs measures to address domestic fuel prices. Analysts have warned that an export ban could push prices higher in overseas markets, particularly Europe.
“Record prices put both industries at risk and raise costs for every Texas family,” Abbott said. He said the measures would help reduce costs for farmers, truckers and consumers.
Abbott’s proclamation also suspends Texas Low Emission Diesel requirements to the extent allowed under Environmental Protection Agency rules.
The order does not eliminate the state motor fuels tax on regular diesel. Instead, it expands the circumstances under which untaxed dyed diesel can move on Texas roads during the declared disaster.
