SPRING, Texas — The Texas Department of Transportation is proposing a $209 million project to widen a section of the Grand Parkway and add two flyover ramps at Interstate 45 near Spring to address traffic congestion.
The proposed project would widen about 6.7 miles of State Highway 99 from west of Springwoods Village Parkway to east of Townsen Boulevard and Imperial Promenade in Harris and Montgomery counties, according to TxDOT.
Toll revenue would fund the project.
The plan would add one 12-foot-wide main lane in each direction, expanding the Grand Parkway from two to three main lanes each way within the existing right-of-way.
TxDOT also proposes two new direct connectors at the I-45 interchange. One would connect southbound I-45 to eastbound SH 99, while the other would connect westbound SH 99 to northbound I-45.
The flyover ramps would provide direct connections between I-45 and the Grand Parkway and reduce drivers’ reliance on the existing ramp configuration.
TxDOT said the project would address congestion in a section of SH 99 that cannot maintain stable traffic flow and vehicle speeds.
“The purpose of the proposed project is to manage congestion due to increased traffic and fulfill the commitments of the Agreement between the State and the seven counties that State Highway 99 passes through,” Randall Dillard, a member of the TxDOT project team, said in the agency’s presentation materials.
The project forms part of Grand Parkway Segment G, which connects I-45 North near Spring and The Woodlands to U.S. 59 North in New Caney.
The Grand Parkway serves as a roughly 180-mile tolled third loop around the Houston area. The proposed project would keep the affected section of SH 99 as a toll road.
TxDOT also continues to evaluate drainage improvements using updated rainfall data from the National Oceanic and Atmospheric Administration’s Atlas 14. The proposal does not include new stormwater detention ponds outside the existing right-of-way.
TxDOT’s tentative timeline calls for an environmental decision and detailed design in early 2027, with construction potentially starting in late 2027.
The agency will hold an in-person public meeting Thursday from 5:30 to 7:30 p.m. at York Junior High School, 3515 Waterbend Cove in Spring.
Residents and other members of the public can submit comments on the proposed project. TxDOT must receive or postmark comments no later than Oct. 9.
